Harold Linder
PRESIDENT
Harold Linder is a passionate leader with a heart for global ministry. He holds a B.A. in Biblical Studies from Kent Christian College and an M.A.C.M. from Urshan Graduate School of Theology. His early years in ministry were spent in metropolitan New York, where he served at Bethel Pentecostal Church and directed the Metro District Youth Department of the UPCI.
Coming from a Puerto Rican family, Harold carries a rich cultural heritage that has shaped his deep commitment to both local and global ministry. With a vision that extends far beyond borders, he has dedicated himself to equipping national leaders and fostering community outreach across Africa, Asia, Central America, Europe, South America, and the Pacific.
Currently, Harold serves as Senior Pastor of Heavenview Church in Winston-Salem, North Carolina, alongside his wife, Lisa. Together, they are dedicated to cultivating a thriving, mission-focused church community. They are proud parents to Abigail and Harrison—and share their home with Max the Wonder Dog.
Carl E. Morgan,
Chief Financial Officer
Carl Morgan is a dedicated financial professional with a strong background in business and administration. He holds a B.S. in Business, an M.B.A., and is a licensed C.P.A., bringing a wealth of expertise to his field.
Morgan previously served as the Executive Finance Assistant for the Global Missions Division of the UPCI, where he played a key role in financial oversight and strategic planning. Currently, he serves as the Finance Director for the UPCI, ensuring financial stewardship and operational excellence in ministry.
Beyond his professional responsibilities, Carl is passionate about investing in the next generation. He enjoys serving as the Missouri District Quiz Coordinator for Junior and Senior Bible Quizzing Tournaments, where he helps young people engage with Scripture in a meaningful way.
Sandra Leaman
Secretary
Sandra Leaman is a seasoned Medical Management Consultant with an extensive career in healthcare spanning nearly two decades. For the past 18 years, she has served as a Medical Management Consultant with Coverys, bringing strategic insight and expertise to healthcare operations. Her diverse background includes roles as a Clinical Nurse Administrator, Team Leader in a local hospital, Occupational Health Nurse, and Certified Health Unit Coordinator, demonstrating her deep commitment to patient care and healthcare administration.
A lifelong learner, Sandra has pursued extensive education in healthcare and administration. She studied Community Health Administration at Central Michigan University and Developmental Health Sciences at Delta College, where she earned her Associate Degree in Nursing and Health Unit Coordinator Certification. At Alma College, she majored in Sociology, with minors in English and Psychology, further enriching her holistic approach to healthcare.
Sandra is an active member of the American Association of Occupational Health Nurses, American Occupational Health Professionals, and the Michigan Association of Occupational Health Nurses. She is also a frequent guest speaker for Merck Pharmaceuticals, conducting Osteoporosis seminars and bone densitometry promotional initiatives, reinforcing her passion for education and preventive care.
Mark Fowler
Treasurer/Office Manager
Mark Fowler is a dedicated leader with a strong background in business administration and church operations. He holds a B.S.B.A. from the University of North Carolina at Chapel Hill and an M.B.A. from Louisiana State University Shreveport.
With a passion for strategic management and ministry, Mark serves on the administrative staff of Heavenview UPCin Winston-Salem, NC, where he plays a key role in church operations and organizational leadership. His commitment to global outreach has led him to Turkey, St. Maarten, and Haiti, where he has assisted with CSi projects, supporting humanitarian efforts in underserved communities.
Mark enjoys spending quality time with his wife, Marianne, and their daughter, Claire, creating meaningful experiences as a family.
Penuel Clement

Penuel Raj Clement, an American-Malaysian business magnate, is the Founder and President of Clement Auto Group, an automotive retailer group he established in 2012. He holds the distinction of being the youngest dealer to operate a Hyundai Motors America franchise and the first-ever first-generation owner of a Ford Motor Company dealership in the Greater St. Louis area. Additionally, he is recognized as the youngest minority first-generation Ford Motor Company dealer in the nation. Under his leadership, Clement Auto Group has grown into the 6th largest dealer group in the Greater St. Louis region.
Penuel Raj’s journey began while studying Theological Studies at Urshan University (formerly Gateway College of Evangelism). His forward-thinking approach, strong vision, and unwavering commitment to excellence have propelled him to the forefront of the automotive industry in the Midwest.
His entrepreneurial reach extends far beyond the automotive sector. Penuel Raj is the Chairman and Owner of a gold mining company that explores, develops, and operates gold mines in East Africa. He has also co-founded a technology startup and a media company in San Francisco, California. Most recently, he has expanded his business portfolio into the hospitality industry in South Korea, where his mother is originally from.
Beyond his professional accomplishments, Penuel Raj Clement is a dedicated husband, father, and philanthropist. He actively supports his father's ministries in Southeast Asia and contributes to the well-being of the Greater St. Louis communities.

Leroy N. Francis
Board of Trustees
Bishop Leroy Francis was born on January 3, 1956, in Jamaica and moved to London at the age of seven, where he has lived ever since. A respected leader in the Apostolic faith, he was appointed Pastor of Life Tabernacle in 2000 and has faithfully served as the General Superintendent of the United Pentecostal Church of Great Britain and Irelandsince March 2002.
In addition to his national leadership, Bishop Francis plays a vital role on the Global Council, where he serves as Secretary and represents the Sub-Western region of Europe and the Middle East on the Executive Global Council. Through his ministry and leadership, he continues to make a lasting impact on churches and communities across the region.
Matthew Johnson

Matthew Johnson grew up in Cedar Rapids, Iowa, where he developed a passion for leadership and business. After high school, he pursued his dream of becoming a business executive, earning his undergraduate degree from Hannibal-LaGrange University and later completing his MBA, summa cum laude, from William Woods University. He further specialized in healthcare management, obtaining a specialty MBA and earning board certification through the Board of Ambulatory Surgery Certification.
His career began in healthcare marketing and public relations, but his leadership skills quickly led to an opportunity to manage an ambulatory surgery center. While excelling in the corporate world, he remained deeply committed to ministry, serving in youth ministry at his local church. His dedication extended to the Missouri District UPCI, where he served as Youth Promotions Director, Secretary, and eventually President.
During his sixth year at the ambulatory surgery center, Matthew felt a divine calling and transitioned into full-time ministry, joining UPCI Youth Ministries in St. Louis, MO. Over the next six years, he served as Promotions Director and Secretary before being elected as Senior Pastor of Living Hope on the Gulf Coast. Under his leadership, Living Hope became one of the fastest-growing UPCI churches in the district, completing a full campus renovation during his tenure.
In 2020, after a prophetic dream, Pastor Johnson accepted the invitation to become Senior Pastor of The Sanctuary in Columbus, Indiana. He is grateful to serve alongside his wife, Rebecca, and their two amazing children, Abriah and Jace. As a family, they cherish visiting local coffee shops, spending quality time together, and creating lasting memories.
DR. CRYSTAL JONES, MD, WCC, FACP
BOARD OF TRUSTEES
Dr. Crystal L. Jones is a Board-Certified Internist specializing in General Internal Medicine, Infectious Diseases, Travel Medicine, Wound Care, and Addiction Medicine. She practices at Witham Health Services in Lebanon, IN, where she also serves as Chair of the Infection Control Committee.
With a strong background in Public Health, Dr. Jones spent 14½ years as the Medical Director of Acute Disease Programs for the Marion County Health Department and remains active as a member of the Boone County Health Board. She also serves as the Medical Director of Medically Assisted Treatment for Integrative Wellness (InWell), overseeing a state-funded pilot program integrating primary care and mental health services.
Passionate about international medicine, Dr. Jones serves on the Board of Trustees for Compassion Services International and is Vice-Chair of the Board of Directors for New Beginnings Children’s and Family Services, where she leads key governance and accreditation initiatives.
She is an active member of Faith Apostolic Church in Carmel, IN, and The Apostolic of Anamosa in Anamosa, IA. Holding a Local License with the UPCI, she is dedicated to both medical and faith-based service.
Dr. Jones earned her BA from the University of Indianapolis in 1984 and her MD from Indiana University School of Medicine in 1989. She completed her Internal Medicine residency and Infectious Disease fellowship at Indiana University Medical Center.
In her free time, she enjoys reading, gardening, crocheting with fuzzy yarn, playing Duckpin bowling and the Mexican Train game, and assembling puzzles with her husband and daughter.
Ho Young Lee

Ho Young Lee, CFA, is a seasoned investment professional with over 30 years of institutional investment management experience. He holds a B.S. in Finance from the Stern School of Business at New York University and an MBA in Accounting from St. John’s University.
As a Managing Director and Portfolio Manager at Nuveen Asset Management, Ho Young specializes in strategic investment planning and portfolio management, leveraging his extensive expertise in financial markets.
Beyond his professional career, he is deeply committed to his faith and community. He serves on the teaching staff at Abundant Life Church in Matthews, NC, where he is also a board member, using his leadership and financial acumen to support the church’s mission.
Arnold Maclaughlin

Arnold MacLaughlin has been a pillar of the Ontario, Canada community for 48 years, making a lasting impact as a business leader, entrepreneur, and dedicated minister. He is the owner and manager of several successful companies, including Mac5 Corporation, Applewood Realty Corporation, Bellhaven Properties Inc., Homestead Constructions Ltd., and MacLaughlin Properties Inc. Additionally, he serves as the President of Huyck’s Bay Conference Center, further demonstrating his leadership in both business and community development.
Beyond his entrepreneurial success, Arnold is deeply committed to faith and ministry. Alongside his wife, Grace, he serves as Bishop and Executive Pastor of The Pentecostals of Quinte in Ontario. His influence extends across the region as he holds the esteemed position of District Superintendent for the United Pentecostal Churches of Ontario, Canada.
With a strong passion for both business and ministry, Arnold continues to impact lives through entrepreneurship, leadership, and service, embodying a steadfast commitment to his community and faith.
Eric Morley
Board of Trustees & Legal Counsel
Eric Morley is a licensed attorney, military officer, educator, and organizational leader with a diverse background in law, finance, and ministry. He earned his B.A. from American University in Washington, D.C. and his J.D. from Saint Louis University School of Law.
In addition to his legal career, Eric serves as a Lieutenant Colonel in the United States Air Force Reserve, where he works as a Judge Advocate, providing legal counsel and support to military personnel. He is also an adjunct professor at Urshan University, equipping and mentoring the next generation of leaders.
Eric holds a key leadership role as Vice President for Operations and Finance for the Pentecostal Resources Group, where he oversees strategic planning and financial management for one of the largest Apostolic publishing ministries.
A passionate traveler, Eric has visited numerous nations across the Caribbean, Asia, Africa, and Europe, expanding his global perspective and deepening his commitment to faith-driven service. He and his wife, Janna, reside in St. Louis, Missouri, with their two sons, Henry and Harrison.
Cylinda nickel
Executive director
Cylinda Nickel grew up as a missionary kid in the Leeward Islands of the Caribbean, where she developed a global vision and a deep compassion for others. The people and experiences she encountered during her formative years ignited a lifelong passion for making a difference in the world.
A graduate of Indiana Bible College, Cylinda dedicated 20 years to strengthening missionary kids, serving as Assistant Coordinator and Office Manager for MK Ministries for 11 years.
Her passion for missions and humanitarian work has taken her to 54 nations, where she has become a sought-after international speaker. As an author, she uses her platform to support CSi in West Africa, donating a portion of each book’s proceeds to humanitarian efforts.
With global experience, fresh vision, and a deep burden for those in need, Cylinda serves as the Executive Director of CSi, where she continues to impact lives through compassion, leadership, and a commitment to global outreach. She and her husband are also honored to serve on the pastoral team at New Life Church in Cabot, AR.
Dr. Marcus Cobb
Executive Board, Director of Medical Missions
Dr. Marcus Cobb is a dedicated physician, educator, and community leader with a passion for healthcare and public advocacy. He earned his B.S. in Biology and M.D. from the University of Cincinnati, followed by a three-year residency in Internal Medicine at Good Samaritan Hospital of Cincinnati.
With 17 years of experience as a private practitioner in Primary Care Internal Medicine, Dr. Cobb has provided compassionate, patient-centered care while also remaining deeply engaged in community and civic initiatives. A sought-after public speaker, he frequently presents on current health topics, helping to educate and empower communities on critical medical issues.
His commitment to health, wellness, and outreach continues to shape his work as he strives to make a lasting impact in both medicine and public health.
dr. Indira Petoskey

Dr. Indira Petoskey is a dedicated leader, educator, and mentor with a deep passion for ministry, higher education, and personal development. As the First Lady and Executive Pastor of The Pentecostals of Greater Hartford (POGH), she serves in various leadership capacities, providing spiritual guidance, mentorship, and anointed teaching to her church family.
A native of St. Croix, U.S. Virgin Islands, Dr. Petoskey holds several degrees, including a Doctor of Philosophy in Higher Education Administration from the University of Southern Mississippi and a bachelor’s degree in theologyfrom Indiana Bible College—two fields that reflect her lifelong commitment to both faith and education.
For over 28 years, Dr. Petoskey has worked in higher education, holding diverse roles such as professor, student development specialist, dean of distance learning, vice president of student affairs and institutional research, and assistant dean. She is passionate about mentorship, investing in prayer ministry, and guiding high school and college students in both academics and life. Her direct approach, clear teaching, and anointed preaching have become hallmarks of her leadership at POGH.
Beyond her professional and ministerial roles, Dr. Petoskey finds joy in prayer, reading, and long walks, but her greatest joy is spending time with her husband and best friend, Reverend Jon W. Petoskey, and their daughter, Alyssa Rose, who brings laughter and joy to their home every day
Jeremy Doughty
Executive Board, Director of Humanitarian Aid
Jeremy Doughty has a lifelong passion for missions, education, and civic engagement. Growing up in a pastor’s home, he was immersed in a church culture that prioritized world missions, shaping his deep commitment to global outreach. He has traveled to 37 countries, playing a direct and indirect role in the construction and renovation of four churches in the Dominican Republic. His mission work also took him to Estonia, where he spent two and a half months ministering to Russian, Belorussian, and Ukrainian communities who remained in the region following the collapse of the Soviet Union.
For the past 22 years, Jeremy has served as a special educator, administrator, and professional development leader. He currently oversees staff training for a special education district with nearly 280 employees and provides professional development for 28 school districts across eight counties in Illinois. His leadership ensures that educators are equipped to meet the diverse needs of students with disabilities.
In addition to his contributions to education and missions, Jeremy has been actively involved in local government and civic service for over 20 years. He previously served on his local Public Works board and, in 2018, was elected to his local County Board. There, he plays a key role in shaping policy through his service on several committees, including the Health and Safety Committee, Emergency Food and Shelter Board, Public Health Board, and Road and Bridges Committee.
With a heart for both local and global impact, Jeremy continues to dedicate his life to education, community service, and international missions, striving to make a difference wherever he serves.
Mark Hattabaugh

Mark Hattabaugh is a dedicated pastor, chaplain, educator, and global missions leader with a lifelong passion for ministry and community service. A graduate of Christian Life College in Stockton, CA, he was raised overseas as a missionary kid, which gave him fluency in both Spanish and Portuguese and a deep appreciation for global outreach.
He currently serves as the Senior Pastor of The Pentecostals of Cooper City, where he leads with vision and a heart for both local and international impact. In addition to his pastoral role, he is deeply engaged in his community and beyond, serving in several key leadership positions:
